Frank Harper is the Chief Executive Officer of Anchor Earn, where he applies four decades of leadership and risk-management expertise to drive organizational growth.
Frank’s career began in 1975 in San Francisco Bay Area law enforcement, specializing in criminal investigations and SWAT operations. He later transitioned into the private sector as the founder of Critical Response Technologies, Inc., where he developed Aegis™, a pioneering software platform used for emergency management and facility intelligence.
A graduate of California State College with a B.S. in Public Administration, Frank holds advanced P.O.S.T. certifications and specialized training in anti-terrorism and electronic security planning. At Anchor Earn, Frank leverages his extensive background in systems integration and strategic planning to ensure a resilient, innovative, and mission-driven future for the company.
When Frank isn't fostering personal relationships with every client or partner we work with, Frank enjoys working in his garage on his motorcycle or his collection of antique firearms that he restores.

Thomas (TJ) Dion is the Chief Technology Officer of Anchor Earn, bringing a unique pedigree of defense-sector innovation to the fintech industry. With a career spanning the development of RF systems, secure communication links, and advanced optics, TJ has spent the last several years solving some of the most complex challenges in systems engineering.
His technical portfolio includes significant work on integrated helmet systems and high-precision tactical equipment, where performance and reliability are non-negotiable. This history of invention is backed by multiple patents and a Master of Science in Systems Engineering, providing him with a unique lens through which to view scalable technology and product development.
At Anchor Earn, TJ is responsible for the company's technological vision, applying his deep expertise in secure systems and mission-critical architecture to drive innovation. He is dedicated to building robust, high-performance systems into world-class commercial solutions.
When TJ isn't starting a new project or looking for a new problem to solve, TJ enjoys golfing and learning about new religions and cultures. He's an advocate for First Responders & Veterans and always looking for an excuse to travel to new countries.

Jack is a seasoned analytics innovator and a driving force for Anchor Earn, where cutting-edge connectivity solutions meet outstanding visitor experiences. With years of experience turning data into strategic advantage and a proven track record working with one of the world’s largest consumer data warehouse platforms (Audiense), Jack blends analytical rigor with real-world problem solving to build relationships that help high-dwell venues perform at their best.
At Anchor Earn, Jack Hall leads everything from go-to-market strategy to customer success, with a relentless focus on making complex technology feel simple and valuable for customers. His background in enterprise analytics and deep understanding of how people interact with digital infrastructure gives him a unique lens on how enhanced connectivity can transform airports, campuses, entertainment venues, and more.
When he’s not building our a national network of happy customers, you’ll find him composing soundtracks for imaginary movies (yes, he plays nine different instruments in pursuit of the perfect score), shredding a mountain bike trail in the woods, or wandering the aisles of his favorite Dallas store, Brand New Noise, in search of the next great find.

David Zerbee, Esq. is a high-impact executive serving as the Chief Operating Officer and General Counsel for Anchor Earn. With 35+ years of experience, David is a rare leader who combines the precision of a systems analyst with the strategic vision of a corporate attorney.
Throughout his career, David has been a catalyst for success in the technology and healthcare sectors. He famously guided Vastera, Inc. through a $96M IPO and international expansion, and later co-founded Executive Counsel, PLC, a firm dedicated to serving as outside general counsel for innovative tech firms. His operational pedigree includes serving as COO for critical medical facilities, where he managed complex, life-dependent workflows with zero margin for error.
At Anchor Earn, David manages the synergy between operational efficiency and legal integrity. Whether navigating federal contracting, corporate transactions, or global trade management, David’s leadership ensures Anchor Earn is built on a foundation of scale, security, and strategic excellence.
